Fellow World Federalists,
Over the years WFA has developed its policy through a number of resolutions.
Those approved by the then Board of Directors back to 1993 may be found on WFA's
web site.
A major resolution, passed by the Board on 15 November 1992 at the National
Assembly in San Mateo, CA, should also be available for the information and
guidance of World Federalist activists. For ease of reference, it follows:
WORLD CONSTITUTION RESOLUTION
WHEREAS (a)enforceable world law is a central objective of WFA;
WHEREAS (b)giving law enforcement power to a world organization without safeguards
against abuse of that power would present an unacceptable risk of world tyranny;
WHEREAS (c)a necessary safeguard against such abuse of power is a world constitution
with a bill of rights;
WHEREAS (d)a major objective of the WFA is a democratic world federation founded
on a world constitution which includes a global bill of human rights;
THEREFORE BE IT RESOLVED that:
(1) The WFA, in both its membership education and its public outreach, shall
stress the importance of an adequate world constitution, explaining that it
is a critical prerequisite for just and effective law enforcement; and
(2) The WFA, recognizing that world federalists differ about the best approach
to attain a broadly sup[ported world constitution, shall in its best educational
efforts encourage consideration of, and present balanced information about,
the different approaches, including but not limited to:
a. U.N. actions to amend the U.N. Charter;
b. A U.N. Charter Review Conference to review the Charter;
c. A new U.N. Charter, which would be submitted to national governments or their people for ratification;
d. A World Constitutional Convention organized by national governments outside the U.N.
e. A World Constitutional Convention established through a worldwide peoples referendum;
f. Reinterpretation of the present U.N. Charter and the adoption of U.N. resolutions or treaties to establish new institutions.
